Kevin Dougherty, CCIM

Kevin Dougherty, President of  First Commercial Real Estate & Advisory Services has built a specialized and highly-trained team of local market specialists dedicated to providing quality service and exceptional results for their clients and investors in the Central Valley.  Kevin is a Certified Commercial Investment Member (CCIM) and is recognized as an expert in all phases of the real estate investment process.

In 1993, Kevin established First Commercial Real Estate & Advisory Services to handle commercial and investment property exclusively.  First Commercial sustains quality investments and community vitality through responsible transactions.  Kevin’s fundamentals in business are trust and establishing strong relationships  with his clients. With Kevin’s expert guidance and leadership, the First Commercial Team will provide you with in-depth knowledge of the market and comprehensive analysis of commercial real estate investment opportunities and solutions.  Since 2013, Kevin has personally consummated commercial real estate transactions for his clients totaling over $90,000,000.

Kevin is very involved in the Stockton community as a property owner, developer, and community volunteer.  In 2015, he partnered with a large national development company to redevelop a retail center in East Stockton, bringing new business to the community.  In 2001, he was also instruments in the development of Stockton Gateway, located off Highway 4, between El Dorado Street and Center Street, a Spanish-mission designed co-brand  facility of McDonald’s and Union 76 which became the cornerstone for heralding downtown redevelopment.

Kevin was formerly the Board Chair for the Central Parking Authority, Downtown Stockton Alliance, and the Miracle Mile Improvement District.  He currently services on the Business Council of San Joaquin County, the City of Stockton Development Oversight Committee, and the Catholic Diocese Board.

Kevin is a native of Stockton.  He and his wife, Julie, have two daughters.  He is an avid cyclist and fly fisherman.  He spends his spare time traveling with his family or touring the Central Valley and Tahoe area on his bike or fly fishing in northern California.

Ruben Sandoval

Ruben is an expert in triple net leased investments and apartment sales. His key strength as an investment sales professional is his personal experience and relatability to his clients from an owner perspective. Ruben was a multiple unit operator franchisee for one of the most recognized and respected fast food chains in the country. In addition, Ruben owns an investment portfolio of apartment and retail properties which he buys and sells, so he understands best how to position a property for highest sale value. Above all, Ruben is a Northern California market expert with a deep understanding and knowledge of the market.

Ruben’s clients appreciate his insights on increasing value and yielding the greatest return on investment (ROI). With a hands on, “high touch” approach and a great reputation, Ruben has developed long-term rapport and satisfied repeat clients.

Ten years ago, Ruben began his commercial real estate career at Marcus & Millichap’s founding office in Palo Alto, California. After a successful 3-year run, Ruben was recruited by Colliers International in Stockton, California. Over his 6-year tenure at Colliers International, Ruben redefined his scope to focus on apartments and net investments.

Through the years, Ruben has closed over $200M in transactions including multifamily/apartment properties and nationally recognized tenants including Starbucks, Carl’s Jr. and McDonald’s.

Ruben is an active member of his church, Thrive, in Lathrop, California. He has participated in many mission trips throughout the country. He is currently involved in many different youth programs in which he continuously gives back to the community. Ruben has been married for 21 years and has a wonderful 5 year old son. He enjoys traveling to exotic countries across the world during his leisure time.

Nancy Ann Queirolo

Background & Experience

Nancy Ann Queirolo has been in commercial real estate since 1991. The entire focus of her career has been in the leasing and sale of professional office properties, working consistently with both the private and public sectors, involving general office, medical, dental, government, and educational uses. Since the early 1990’s Nancy has had the privilege of representing the San Joaquin County Office of Education. Nancy has served as site locater for the One. School, Regional Occupation, Special Education, Migrant Education, and Charter School Programs, throughout San Joaquin County. As Senior Associate on the First Commercial Real Estate team, Nancy brings extra insight and experience into the office leasing sector of the industry.

Prior to entering the commercial real estate industry, Nancy served as Director of Public Relations for Gamut Promotions & Advertising; one of the founding businesses of the Stockton Asparagus Festival. Prior to that, Nancy served as Director of Sales & Marketing for the Stockton Ports Professional Baseball Team.

Nancy has served on the local American Cancer Society Board, and was elected to and served two terms on the San Joaquin County Republican Central Committee. Nancy currently serves on the Board of At the Well Ministries. For several years she has served as a volunteer in helping women in crisis pregnancy. She is also a member of Quail Lakes Baptist Church in Stockton.

Nancy is a native of Stockton, married, and enjoys camping, traveling adventures (i.e., walking the entire perimeter of Manhattan), exercise, reading, listening to current event/talk radio, the former Charlie Rose show, and being available for family and friends.


Nancy received her Bachelor of Art’s Degree, in Communication, from Biola University (private Christian University in Southern California).

Colton Toste

Associate, Investment Sales

Background & Experience

Colton joined the team in 2015 and was quickly promoted to Associate, specializing in Multifamily and Retail Investment Sales throughout the greater Central Valley.

Colton has worked extensively with sellers in the underwriting and marketing of properties and been involved in a number of successful closed transactions that have been sold at record values. During his career, Colton has also represented many prominent buyers in their acquisitions of investment real estate in the high growth secondary and tertiary markets throughout the Valley.

Prior to joining First Commercial, Colton was a top performer and Assistant Sales Manager at a privately held national retailer.


Colton earned his  Bachelor of Science Degree from California State University, Stanislaus Business School and serves on the Business Advisory Board at the college.

Judy Stillian

Executive Assistant/Office Manager

Background & Experience

Judy Stillian, Executive Assistant and Office Manager  or First Commercial Real Estate & Advisory Services,  brings an extensive history of professional support to the team. Judy’s primary responsibility is to perform administrative duties in all areas of office management, customer relations, and strategic planning. She is instrumental in the initiation of changes in procedures and systems, as needed. Judy monitors the escrow process for her team and works with the title officers to finalize transactions. She also obtained her real estate license in 2002.

Judy began her administrative career with Lincoln Unified School District as Office Supervisor of Colonial Heights School and, for 13 years, worked for The Grupe Company, a prominent developer in Stockton, as both an Executive Assistant to the President of the Property Management Division as well as Group Sales & Marketing Director for Greenhorn Creek Resort in Angels Camp.  Judy is the Office Manager and Executive Assistant to Kevin Dougherty, President of First Commercial Real Estate & Advisory Services.

Judy has served on the Board for United Way of San Joaquin County for the over 20 years, and is currently the Chairperson for the Community Investment Fund which distributes funds to local charities through a rigorous grant process.

Judy is a widow and has two children and two grandchildren. Her passion is golf and, when not with her family, you will find her on the golf course. She also enjoys reading and sewing.

Rosie Aguilar

Broker Assistant

Background & Experience

Rosie Aguilar, Broker assistant for First Commercial Real Estate & Advisory Services, brings many years of professional support to First Commercial Real Estate team.  Rosie’s primary responsibility is to perform administrative support to associates, Ruben Sandoval and Colton Toste. She works closely with escrow officers, clients, tenants, and affiliates on behalf of the team.  Rosie obtained her California Real Estate License in 2017.

Rosie has more than 20 years’ experience in administrative support, office management, accounting, and customer service. She started her career as an Administrative Clerk and her duties included preparing invoices, billing & purchase requisitions and managing collections to ensure positive cash flow for the company.  She entered into the real estate industry in May 2017 when she and her husband took on the challenge of “flipping” houses.  Although that is still one of her passions that she continues in her off time, she wanted to branch out to the commercial side of the real estate industry and joined our team in December.

Rosie was born in San Francisco and grew up in the Livermore area.  She currently resides in Tracy with her family.  She enjoys distributing essential oils and educating people on their value to their overall health and well-being.  Rosie spends most of her “free time” supporting her husband and head coach, Armando, with the MidCal Baseball Club, for their nine year old son, Alex
